It is difficult to recommend further increase, so soon after the £50 grant in August, 1871. But for Stewart being a valuable officer, and is, I believe, a
key
if he were to accept a Chinese or Japanese appointment, we might find great difficulty in securing at
an equally well-fitted man on the present salary. He might perhaps allow him an extra £100 in addition to the £50 granted him last year.
